  The sun was a brilliant yellow globe, basking down relentlessly on the
  white sand, sending up shimmering waves which distort the air, making it
  hard to distinguish that small black figure that slowly made his way
  across the endless stretch, leaving unclear prints that quickly fade as
  they are covered up by the swirling sand.
  
  The black and white badger furrikin by the name of Weeky Peedia
  eventually emerged from the Skarch desert near the old Imperial road,
  leaving no trace as to his possible origins. Weeky was soon discovered
  by several members of the various organisations of the basin and quickly
  stated his interest in the great libraries. After several minutes of
  discussion, several people from the Serenwilde cut the knot and led
  Weeky to the Arboreal Library in the western Serenwilde forest.
  
  Having arrived at the library, Weeky quickly noticed that many subjects
  went unscribed, and many works conflicted with others on the same
  subject. He also noted that a lot of the present material was not of
  very high quantity. Present members of the Serenwilde heatedly denied it
  being their fault, claiming it was mainly the other organisations that
  published low quality material. Weeky questioned them for a while and
  then suggested building a central institute to award quality work rather
  than quality, led by a council consisting of members from all four
  organisations. Representatives from the remaining three organisations
  were found and attempts were made the come to an agreement, but the
  differences between the organisations proved too great and soon
  arguments broke out between different people. Weeky eventually got tired
  of this and left.
  
  Several days later dwarves were found working on the slopes of Avechna's
  peak, though diligently keeping others away from their construction
  site, claiming it was dangerous. Days passed and eventually the dwarves
  disappeared, leaving behind an enormous library, with large halls just
  waiting to be filled with prestigious works. Weeky is now taking care of
  the Library, trying to increase his already considerable knowledge,
  searching for original material to publish and attempting to warrant the
  quality of literary and scholarly work across the basin with the help of
  the Gods.

  The aetherplex was built by gnomes, actually, if I do recall.

  
  

  Well, a device sent by gnomes, and players poured jewels and powerstones into it, iirc. Not that players knew that at that point in time - I think it was Bob who was the face, and the gnomes didn't come out for real until aetherships came into the picture. IIRC, though, they were involved in a supporting role during the release of Aethermanses, when Bob ran off muttering about 'them'.

  Subj: Trader Bob's Return
  
  A strange luminescent bubble began appearing in Serenwilde, New Celest
  and Magnagora. Within the bubble was a hazy image of Trader Bob's head,
  who was trying to speak to any who would listen. Unfortunately, he
  couldn't hear anyone through this odd bubble and many of the words he
  was speaking was garbled and indecipherable. Eventually, however, he
  managed to gather a group of the people of the Basin, representing each
  of the three powers of Serenwilde, New Celest and Magnagora. At that
  point, Trader Bob's mysterious "associates" sent a cube of mysterious
  energy that had slots in which to place gems.
  
  Though some slightly mistrusted Trader Bob's scheme with his
  "associates", nonetheless, eventually people began depositing gems into
  the cube, which was allocating specific gems for the Aether Project,
  Project Serenwilde, Project Managora and Project New Celest. No one
  quite knew what these projects were, but either a leap of faith or
  curiosity or a trust in Trader Bob, kept them depositing gems.
  Serenwilde was the first to deposit 1000 gems, followed by Magnagora.
  Duplicate cubes appeared in Serenwilde and Magnagora. When 1000 gems
  were deposited on behalf of the Aether Project, a new location opened
  up, called the Aetherplex, which was the culmination of Trader Bob's
  plans.
  
  It was found out that the Aetherplex was a portal room allowing the
  creation of aether manses in dimensional pockets within the Aetherways
  themselves. Bob immediately set up shop selling the arcane items used to
  create aether manses, as well as a shop to sell architectural artifacts.
  
  Portal chambers immediately opened up in Serenwilde and Magnagora.
  Later, New Celest finally deposited 1000 gems which opened up their own
  portal chamber. The first person to delve into this new bit of planar
  engineering was Ialie Starfall who constructed the aether manse known as
  Starhaven.
