Likely the power consumption is checked by whether or not it did damage, if I had to guess. Similar to how being parried or stanced doesn't consumer power. I'll test it some tonight to verify, then bug it.

1) There's not really "each arm". The arms slot on the body is a limit of 50 weight. If you wanted to have two arm tattoos, then you'd need to have two twenty-five weight tattoos. And what you're saying is right, cumulative weight is what matters…

I just keep envisioning running lucidian demi+ with weapon spec race. The faster power regen, especially on warriors, coupled with the free weapon stats just seems sick.

Funnily enough, that's the same basic strategy I approach nekotai combat with. Good bleeding from vessels, dance forms around enough to build wounds effectively. That, combined with hidden poisons, is pretty nasty.
