That's the great thing about roleplay, it is very open-ended! All you have to do to remain in-character is to not reference the real-world. Your character does not know what a phone is, or a computer, or an email, or anything like that.
And there are other official people (like Ministers and Ascendants) you can consult for tie-breaking, too.
I would expect the cartels to stick around once made, just can't make more if you haven't used the slot yet and fell below the threshold. Clans don't decay, after all.
Going to spitball some other things here. What about allowing a family to be a cartel based on honour thresholds (every 100,000 honour allows one more cartel)?
