  A lacework of silver is exquisitely formed and thickly clustered around
  the middle of this watch to conceal and protect the inner workings. The
  outer edges are thin, naught more than thin swirling loops which obscure
  nothing. Tiny flecks of obsidian are scattered along the strands, and
  only through close inspection can it be observed that these flecks each
  have eight legs. The center of the watch's face consists of
  intricately-shaped obsidian, a black rose with a pair of obsidian thorns
  forming the hands. This face is covered by a thin pane of glass, upon
  which can be seen the inscribed shape of a leopard ready to leap upon
  unsuspecting prey.
  It weighs 8 ounce(s).
  It bears the distinctive mark of Talan Ysav'rai.
  There is a clockwork charge regulator firmly attached.
  It is enchanted with the true time spell, holding 50 charges.

  Only certain runes work though, I couldn't put an enchanting rune on the watch, so I had to use this one... I don't know why.  Maybe it's been fixed though!

  You could always issue it and ask them to expand the options; like I said in my post, certain runes seem to work while others don't.  I was just happy to find any runes that would.
  
  But that's why I gave the exact runes instead of a yes/no answer, because it's more complicated than that.  Unfortunately.
