  I.  Leases

  New Celest shops are rented out to citizens of New Celest for the

  following leases:

  - 5,000 gold for a four year lease

  - 10,000 gold for a ten year lease

  
  

  - Taxes: 5,500 gold per year

  
  

  For non-citizens seeking to lease a shop in the city, an initial amount

  of 15,000 gp is required for a ten year lease and 7,500 gp for a four

  year lease. If the non-citizen wishes to renew the lease for the shop,

  the succeeding leases shall be equal in cost to the leases granted to

  citizens of New Celest (5,000 gp for a four year lease & 10,000 gp for a

  ten year lease) until the shopkeeper's lease lapses and is not renewed.

  Should a non-citizen shopkeeper who has allowed their lease to lapse

  decide to purchase another lease from New Celest, their price shall

  return to its original non-citizen cost (15,000 gp for a ten year lease

  & 7,500 gp for a four year lease).

  
  

  
  

  
  

  Shops in Celest are sold via the Chancellor, not the shopkeeper. The shopkeeper does not "own" the shop, they lease it. The shop belongs to the city.

  
  

  150,000 is way over what the shop is leased for.

  Or you could come to Gaudiguch, where you're actually able to purchase the shop outright and don't have to pay taxes on it. Ever.

  Council smouncil, Fain wills it. Sell this shop to me and let me spread His glory to New Celest in way of cheaply made furniture formed from merian skin and bones, as well as scrolls depicting His works and denouncing Meridian as the real traitor.
