It's been an issue for years. Specifically, I remember someone pulling a similar thing on me some 16+ years in Achaea. The bug still sits there, reported but unresolved as far as I know.

They're two different types of guards. The more expensive (150p) ones stun on entry. The cheaper ones (100p) bring people to ground level.
I don't know if they work on burrow, admittedly, but having them in the Centre of the Necropolis (indoors urban) and the Cavern of Doom (indoors natural underground) is ... well, pretty worthless.
