Simple Idea #1: allow Ministers to withdraw funds from their Ministry
I don't understand why Ministries have funds if the Ministers can't access them.
I think giving someone a Ministry position is a Big Deal, and when a council appoints them, they're placing their trust in the Minister to do what they should with the position. It would be grand if these Ministers could run along and do everything they can with their Ministry (like use their funds for prizes, funding projects and buying furniture and the like) without having to get either the Treasurer or CL to do it for them.
Can there please be a WITHDRAW X GOLD <MINISTRY> available to Ministers? Or something?

Simple Idea #2: Please let the CL have Steward access all the time, not just when the Steward isn't logged in
Xenthos is pretty awesome. No one can deny it. He's basically the best Steward ever. But sometimes, when I just need to transfer a ship around, he might be away for whatever reason (silly defs not persisting through logout and life needing our attention at times). It's happened that I've needed a ship in a hurry, but couldn't transfer because Xenthos was logged in.
Is there a reason why the CL has basically every other Minister's abilities at every time, but the Steward's only exist when they're not logged in? Also, please to have Cultural Affairs abilities. ;_; That almost-a-Vengeance-game was embarrassing.
I will note that right now flares are due so I am specifically not staying logged in to bake pie.
Having a priv that is only available when another person is -offline- is just bizarre. If they are going to have the priv, just let them have it. Don't take it away when I have the audacity to log on!
PS: The reason for certain ministries to have funds is because their powers consume said funds. Publishing a book takes resources from the library ministry, changing shop names and descriptions cannot be done without funds in the chancellor's account. Culture's is pretty pointless though, they cannot withdraw and the arena has its own arena-fund (would really be swell to just tie it together with the ministry fund instead of having to deal with it separately).
Personally I would prefer a CL priv that gives authorization to ministries to withdraw. That way orgs can determine how best to set things up. For example, I would never want the power ministry able to withdraw. The gold there needs to be available for guards and construct building. Rewards for power-events can be handled by the CL or by the treasurer working with the ambassador / trade (this way whomever is transferring the gold can also ensure that enough remains for continued operation).
Security officers in Mage/Druid and Guardian/Wiccan guilds should have the option to offer amnesty to their respective secondary statuses. EG: Elemental Lords/Crow/Stag and Cosmic Planes/Moon/Night.
Having only the GC capable of fixing this seems an unnecessary roadblock.
Also let all Security and Protectors read the logs of said secondary statuses.

Most important on my list of Covenant improvements is for both guilds in the Covenant to show up in GWHO. Can an extra column be added in GWHO that designates "EG" or "BT" or something?
When it comes to advancing peeps in one guild by a member of the other guild, it's sometimes key that the advancer knows what rank the advancee is. We advance people by ranks up to GR8, but there's no way to determine a person's rank (using honours or GWHO) if you're outside the person's guild.
As well as this, while it's great that we can hear people from the other guild, and we can see most of them on CW, I think everyone would agree that having Covenant people show up on GWHO would go a long way to making the guilds feel less empty (which was kinda the point of them in the first place).
There are lots of other things that would be grand to have, but this was my concern of the day!

There are lots of other things that would be grand to have, but this was my concern of the day!
To add to this, undersec/secretaries and leaders should be able to readlog/writelog covenant to see their joint guild. Knowing which Blacktalon need favours for example would be a huge help.
And please let us read our covenant guild's scrolls, so we know what the requirements are to test people on.
