Can designs for the Beauty Seal be private cartel designs or do they need to be public?

    They can be private. Trademasters just specify the name, design number, designer, and cartel when they submit.

    Crucial: - Each cartel gets to submit one design and this design must be in the 
    cartel on behalf of which it is being submitted; this can be any design 
    on that cartel's design list. It is not possible to switch designs 
    between cartels at this time, so please consider your options carefully.

    - We will accept public designs but only if the designer
    is clearly stated using the DESIGNEDBY field and only on behalf of 
    cartels that originally submitted them, thus using up their one 
    submission slot.
