It's that there probably isn't more than one in conflicting pairs. So zero to one mafia in each group, because it's not likely they'd give up the chance for better powers just to set up a truck.

That's how I understand it too. What you have would work if Phoebus was actually 2-1, as that would put Othero's 2-1 below Silvanus' 2-13.

Just spotted that if I'd picked either of my other two potentials instead of Phoebus I'd have been killed.
