Stuck between 2 and 3, voted on 2 because that's what I'd most likely try first. I also don't really like retiring characters and I'm not particularly convinced that I wouldn't quit if 2 failed or I didn't like the new org choice(s) I had.

This sounds like a repeat of removing old guilds, and I can't see a way of doing it that would be 'fair' to anyone involved. Not to mention no one's going to particularly like if their org gets removed, I don't think.
