I think Org Credits cover bardics now (obviously if cities choose to pay them)

Why must plays be a minimum of 5 minutes to count for org credits whereas a book can be only 200 words?

It is only 30 points. Compared to the ease of picking up 50 points from timequakes which in theory can take just 10 minutes and give you 50 credits as well? I think it is alright.
