It requires less lessons than Curing in discipline, which is a must-have for pretty much anyone, plus you get the 25 lessons spent back via the appropriate achievement, effectively making it and insomnia/obliviousness free to learn.

Hmmm, pretty sure any item that can have a rune attached to it inherently becomes non-decay when the rune is attached (I have a rune attached to my customised jakari) The non-decay customisation option is more for things that can not (or could not)…

Can't help but wonder how difficult it would be (if it is at all possible) to implement an ARTIFACT LIST CREDITS and ARTIFACT LIST DINGBATS to list only credit and only dingbat artifacts one has in their possession

Yeah, they pulled them after the damage had already been done and put in a heavily nerfed version, like what happened with the wheel and people being able to rub curios for coins.
