Sounds to me like Portius doesn't have a power that targets by name, but instead was trying to buy time to think up a fake role claim.

I was suspicious of Portius and Phoebus because I felt like they were working in concert with Vivet, as well as Fyler. My gut is seeing them as a block.

Regarding Ushaara, there is a third option. One I'm not very convinced of, but it is possible. Ushaara could be a soulless/SK who claimed a traitor. Only problem with that is the timing of the claim.
