I disagree. I think Kethuru is just misunderstood, like Fain and the rest of his coterie. He's just been locked up for a while, and he's hungry. That's all.

When Ev restructed the Serenguard, he specifically put the GA ahead of the GM in "authority", so that ostensibly, the GA is the leader of the guild. I think he was having a bad experience with a GM at the time, heh.

The GA to me has always been the person who runs the Guild, they're responsible for all internal affairs. They aren't just the GM's secretary, or keeper of the paper work, or overseer of novices and guild tasks. They run the guild from top to bottom, and the guild steers in their direction.
The GM is the Guild's representative to the organisation and their voice of power in larger matters, the public face, the outward diplomacy face (though in combat matters the GC steps in) They do not have the GA answer to them, or run the guild "on their behalf".
If your GA is little more than a PA for the GM who takes orders and offers no input, vision or direction, then they're missing out.
